Housing NSW - NBESP Program

Program Management Office


Housing NSW (HNSW) as a key agency of the NSW Government was charged with the delivery of the Federal Governments Nation Building and Economic Stimulus Plan (NBESP) in the area of social housing.


This NBESP Program formed part of the Federal Government’s Fiscal Stimulus initiatives. The Federal Government committed $6 billion nationally over the period 2008/09 to 2011/12 to build approximately 20,000 additional social housing dwellings.


The delivery of the NBES Program involved Housing NSW working in partnership with the private sector, bringing additional capacity and capability, to deliver the Program by way of the Program Management Office (PMO), located in Ashfield, NSW.


The core function of the PMO was to lead and manage the execution and delivery of the NBESP Program. The PMO team managed other private sector project management teams in the delivery of housing projects, working closely with HNSW executives who understand the systems and operations of HNSW. Cadence Australia provided services within the PMO, in conjunction with HNSW staff, to manage the delivery of a significant part of the NBESP Program.

Magnus Apartments

Kangaroo Point, QLD

Pointcorp's Magnus project in Kangaroo Point, involves the construction of an eleven storey, luxury residential building with sixty-nine apartments, basement car parking and rooftop communal facilities including BBQ, pizza oven, swimming pool and recreational facilities.

Cadence Australia's involvement included a detailed review of the developers proposed delivery strategy for ANZ following the Construction Contractor's insolvency. Cadence Australia also provided ongoing risk management advisory services to the senior lender until Practical Completion.

The Grove, Richlands - Azure


The Grove is located in the suburb of Richlands in Queensland. The project involves the design and construction of 164 townhouses including all the internal roads, a large bio-retention basin, a swimming pool and a communal / recreational area including half a basketball court / bbq area. The construction works is being delivered over 4 stages from May 2017 to December 2017.


Cadence Australia was appointed by the Developer as the Superintendent on the project. The role includes attending PCG Meetings with the project Financier, reviewing variation and extension of time claims, certification of monthly claims and granting Practical Completion at the end of each stage.

ANZ Risk Advisor Consultancy


In its capacity as Senior Debt Funder, ANZ appointed Cadence Australia to undertake a 'project health check' audit for two Queensland projects in 'distress' following the insolvency of the contracted builder after construction works had commenced onsite.


Cadence Australia advised ANZ on the Developers proposed strategy for the completion of the project including;


  • Head and Subcontractor terms and conditions (including novation)
  • Program duration and risk,
  • Levels of appropriate Development contingency,
  • Warranties for prior work,
  • Insurance coverage, and,
  • Authority requirements and risks


The content of the 'project health check' report was used to inform the discussions and decisions that were made between the Developer and Lender to facilitate the completion of the projects.

NSW Land and Housing Corporation (LAHC) Portfolio Strategy



The NSW Land and Housing Corporation (LAHC) is developing a Portfolio Strategy to guide future investment decisions for its significant property portfolio, and comprising of some 145,000 assets including land, buildings (different types of housing stock, including other facilities).


The Portfolio Strategy assesses LAHC's existing property portfolio, to develop a position as to the optimal mix of strategies, policies and programs to improve the portfolio, in the context of delivering LAHC's social objectives and meeting its funding constraints.


Cadence Australia’s role includes:

  • Preparation of consultancy briefs, engagement of consultants and contractors
  • Review and coordination of consultants
  • Project scoping, management and scheduling
  • Project reporting
  • Stakeholder coordination and engagement


The large number of assets required bespoke strategy development models to be created for assessment of the existing properties, and to provide guidance in creating the specific strategy for each asset.


St Ives


This project was a 3-stage residential development consisting of 44 apartments per stage. Cadence Australia's involvement was for Stages 2 and 3, which comprised 88 apartments, and external works and landscaping.


Responsibilities included conducting quality inspections throughout the construction phase, to evaluate construction quality and compliance to relevant standards. This involved weekly inspections and written reports to the Client to ensure awareness and appreciation of good trade practice construction standards and detailing, and their importance. Cadence Australia was also responsible for defects inspections following Practical Completion.

Boulevard North Lakes

North Lakes, QLD


A Greenfield residential development project comprising two towers with a total of 92 apartments, on grade car parking, common use recreational facilities and 300m2 of retail space.


The form of contract delivery is design and construct, AS4902.
Cadence Australia was engaged to manage the entire process from initial development, feasibility studies and Council planning negotiations through to design, and construction.

Victoria Tower



Victoria Tower, Burwood is a 19 storey mixed–use complex, comprising a 3 level basement car park, ground floor commercial tenancies, 40 serviced and 77 residential apartments.


Works required demolition of existing structure, excavation and construction of the basement and tower. The Contractor was appointed by the Principal on a D&C Contract. Cadence Australia was appointed as the Superintendent and Project Manager for the project.

Metro Residences



The Metro Residence's Chatswood is a prominent residential development located above Chatswood Station - a major transport hub for the North and West of Sydney for CTI Joint Venture Company.


Three iconic towers house 553 apartments. Benchmarking the skyline for Chatswood, the three towers named Grand, View and Spire have breathtaking views to the CBD skyline, Blue Mountains and out to the Sydney Heads.


Residents are provided with security and facilities which include designer kitchens, a private gymnasium and 25m lap pool to ensure the experience of living in the Metro Residences is tailored to refinement and luxury.


Cadence Australia was engaged to provide Project Management and Superintendent services for all facets of the design and delivery phases.

Wentworth Community Housing



Cadence Australia was appointed as advisers by Wentworth Community Housing to manage the non-compliant BCA works to a 61 residential apartment block in Penrith.

NBN Co Greenfield Multi Dwelling Units (MDU) Rollout


The NBN is Australia's first national wholesale only, open access communications network that is being built to bring high speed broadband and telephone services within the reach of all Australian premises. Cadence Australia’s role was to manage the estate cabling works to various property developments nationally. The scope of this role included design management, procurement and management of NBN Co nominated subcontractors during installation and commissioning through to activation. During the project, Cadence Australia’s managed projects resulted in approximately 8,000 new connections nationally.

As part of the role Cadence Australia also developed several procedures which are now implemented across NBN Co GMDU business. These include development and implementation of processes for progress claims, practical completion, defects reporting and management as well as program tracking interface with NBN Co reporting systems.

YWCA Townsville

162 Denham Street


Cadence Australia was engaged to provide a full range of project management services for the development of 23 community housing apartments. Cadence Australia was involved in all facets of the project process including:

- the engagement and management of all design consultants
- co-ordination of approval process including liaising with the
  local council
- preparation of tender documents and procurements of
  the contractor
- management of construction and defects liability phase of

In providing these services Cadence Australia delivered an innovative project providing community housing and services to persons who are aged, disabled, disadvantaged and marginalised from the private housing market.


Surry Hills


Located in Surry Hills on the fringe of Sydney's CBD, this site has been developed as a joint venture by the NSW Teachers Federation and the Teachers Federation Health.


The project included the construction of 48 apartments, commercial office space on the ground and first floors, a 400 seat auditorium and lounge facility and 3 levels of basement carparking. The project also included the refurbishment of the façade and roof of the existing, adjoining Teachers Federation Building.


The new building has a stand-out architectural quality and is an integral part of the upgrade of the Surry Hills area.

Coomera Waters



Cadence Australia managed the completion and handover of twelve luxury Villas on behalf of Austcorp. The completed product set the benchmark for quality for the Austcorp Coomera Development.


The tasks involved meticulous Contractor management by Cadence Australia, which ensured the as-built construction reflected the quality specified for this high value development. Cadence Australia had a hands-on role, including a full time site presence, thereby ensuring that the desired high quality finishes were achieved by the Contractor.




Cadence Australia was engaged to provide project management services for the design and construction of this 8 storey development at Victoria Park Zetland, including 60 apartments, 7 townhouses, 5 retail outlets, swimming pool and gym.


Cammeray Townhouses



Cadence Australia was engaged to provide project management services for the construction of 20 high quality 3 storey townhouses, including 41 underground carparking spaces, podium and landscaping.

Cremorne Court



Cremorne Court is a high end mixed use residential development with 17 luxury apartments consisting of 1, 2 and 3 bedrooms, plus retail and commercial areas on the ground floor and a gymnasium on the first floor. The project remains a benchmark for "boutique" residential development with the developer retaining a number of the units and occupying a tenancy on the ground floor.


Cadence Australia's role included managing the project from authority approval, design development, contractor tendering / appointment and "turn key" project delivery. During the project Cadence Australia successfully negotiated with Energy Australia to have the substation removed from the inside of the building to an alternate location some 70 metres off the site.


The role continued on the project managing the fitouts (dental surgery, restaurant, café and gym) and looking after the Client's interests over this demanding period.




Cadence Australia provided project management services for the design and construction of a staged mixed use development in Erskineville, including 157 units and townhouses, a cafe and extensive public domain and landscaped areas.


185 Macquarie Street

Sydney CBD


185 Macquarie Street project is located in the heart of the CBD of Sydney, a prime location for a residential development.


Cadence Australia provided project management services to deliver this 15 storey mixed-use development, including 42 luxury apartments, 6 basement carparks incorporating a car lift, and street level retail.


Coordination and planning of the excavation for the several basement levels was critical due to the proximity of Sydney’s rail system which is located adjacent to the boundary of the site.
